Up to UAH 10,460/ha for Lost Crops: The UAC and the Ministry of Agrarian Policy Discussed New Mechanisms for Supporting Farmers

Agricultural producers who have lost crops due to hostilities may, in 2027, receive up to UAH 10,460 in compensation per hectare. The new state support mechanism and other solutions for enterprises in frontline and temporarily occupied territories were discussed during a meeting of farmers with the Minister of Agrarian Policy and Food, Taras Vysotskyi, organized at the initiative of the UAC.

The head of the Kirovohrad RMA, Andrii Raikovych, the head of the Kirovohrad Regional Council, Yurii Drozd, and the Chairman of the Ukrainian Agri Council, Andriy Dykun, also joined the discussion.

The Ministry of Agrarian Policy plans to strengthen state support for agricultural producers who operate in frontline territories and lose their harvest due to military risks. In particular, it is envisaged to introduce compensation for lost, burned, or unharvested crops.

"Today it is difficult for all farmers to work, but it is hardest for those who are located in frontline territories. We plan to amend Resolution of the Cabinet of Ministers No. 885 and introduce support per hectare of cultivated land for lost, burned, or unharvested crops. It will be provided for agricultural producers who operate in zones from 0 to 20 and from 20 to 50 kilometers from the line of demarcation. The amount of compensation will be up to UAH 10,460 per hectare. This will make it possible to partially compensate farmers for the funds invested in growing a harvest that, due to military risks, they were unable to gather," reported the Minister of Agrarian Policy and Food of Ukraine, Taras Vysotskyi.

The acceptance of applications for the new state support is planned from February 10 to 28, 2027. Compensation will be provided for crops lost, burned, or unharvested in 2026. Agricultural producers will submit applications through the State Agrarian Register. After this, the applications will be considered by the relevant commissions of the regional military administrations, which will transfer the consolidated information to the Ministry of Agrarian Policy for financing.

During the meeting, the Ministry of Agrarian Policy presented two more initiatives that are planned to be implemented in 2027. In particular, compensation of up to UAH 4,700/ha is envisaged for land with fortification structures for enterprises whose land is located within the 50-kilometer zone of risky farming according to the military criterion. It is also planned to introduce support for relocated enterprises in the amount of up to UAH 4,700/ha, but no more than 10,000 ha for one enterprise. At the same time, the compensation will be provided for an area not exceeding the area of land that the enterprise has in the risk zone.

The Chairman of the Ukrainian Agri Council, Andriy Dykun, noted that, along with support for farms that operate in frontline regions today, solutions are needed for entrepreneurs whose business remained in temporarily occupied territories. According to him, the proposals developed jointly with farmers must be transformed into concrete decisions at the government level.

"For the fifth year, some Ukrainian enterprises remain in temporarily occupied territories, and there are still effectively no systemic solutions for their support. These are entrepreneurs with experience, teams, and potential who, because of the war, have lost their business, property, and the ability to work. The state must give them a chance to recover and return to economic activity. Today we see the first steps in this direction, and it is important to use this window of opportunity to support business from occupied and frontline territories. Following this meeting, we must form a concrete action plan and bring it to the level of the Prime Minister. We expect that in the coming months we will be able to move from discussions to concrete decisions," Andriy Dykun emphasized.

Another block of issues concerned the tax burden on enterprises that, due to occupation, have lost access to their property and other assets. The UAC, together with agricultural producers, has already developed changes to tax legislation that are intended to eliminate the additional tax burden on such businesses.

"We see the need for two key decisions. The first is to introduce a kind of tax amnesty regarding obligations and penalties that arose in the tax period that fell during the occupation, since far from all enterprises were able to correctly make use of the existing mechanisms. At the same time, if, after the occupation, an enterprise has the ability to conduct economic activity, it must, of course, fully report and fulfill its tax obligations. The second thing that needs to be done is, at the state level, to recognize as losses the assets of enterprises that remained in occupied territories and which the owners effectively cannot use. Today, an enterprise may not even know whether its property has survived, but the tax rules do not allow such losses to be counted as losses. As a result, situations arise where a bank writes off part of a loan for an enterprise that lost its collateral property due to occupation, and on the amount of the written-off debt, income tax effectively arises," noted the Deputy Chairman of the UAC, Mykhailo Sokolov.

The participants of the meeting discussed current issues of the development of the agro-industrial complex under conditions of martial law in an open dialogue format. Following the discussion, the farmers' proposals are to be systematized for further elaboration jointly with the Ministry of Agrarian Policy and other state authorities.

The event was organized within the framework of a project to support Ukrainian agricultural producers from affected regions, which the UAC implements in partnership with the international humanitarian organization Mercy Corps.
