On June 17, 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 803, which amended the procedure for the use of funds provided in the state budget to support agricultural producers through the allocation of budget subsidies per unit of cultivated land, approved by Resolution of the Cabinet of Ministers of Ukraine of August 11, 2021, No. 886.
The resolution introduces a new state support program for the purchase of domestically produced complex mineral fertilizers for growing one's own agricultural products. The conditions for participation in the program are explained by experts of the Ukrainian Agri Council (UAC), within the framework of a project to support Ukrainian agricultural producers from affected regions in partnership with the international humanitarian organization Mercy Corps.
Within this procedure, domestically produced complex mineral fertilizers are understood as fertilizers that contain several basic nutritional elements, in particular nitrogen, phosphorus, potassium, magnesium, sulfur, as well as micronutrients: manganese, boron, molybdenum, zinc, and copper. Such fertilizers must be produced using the ammonium-phosphate method, which is based on reactions of the sulfuric-acid decomposition of phosphorus-containing raw materials with the subsequent addition of ammonia and potassium chloride.
Budget funds will be provided to recipients on a non-repayable basis within the budget appropriations for the current year. Support will be calculated per 1 hectare of cultivated land sown or planted with agricultural crops in the current year and/or perennial plantings, but no more than 10,000 hectares per recipient. The amount of support will be up to UAH 1,000 per hectare for growing one's own agricultural products — based on the purchase of 7 tonnes of domestically produced complex mineral fertilizers per 100 hectares of cultivated land.
At the same time, recipients have the right to use only one of the types of state support defined by the relevant Procedure No. 886. This concerns support for territories of possible hostilities — UAH 1,000 per hectare; for territories of active hostilities — UAH 1,000 per hectare; support for the current year's harvest for sown areas on which cotton is grown — UAH 10,000 per hectare; or support for the purchase of domestically produced complex mineral fertilizers — up to UAH 1,000 per hectare.
Applications are submitted through a personal electronic account in the State Agrarian Register after the publication of the announcement of the start of accepting applications. Applications will be accepted from October 1 to November 1 of the current year. Applications submitted after the deadline will not be considered.
Documents confirming the purchase of domestically produced complex mineral fertilizers produced in the current year are attached to the application using the SAR software tools. This may be a consignment note, an invoice, or a payment instruction.
It is also necessary to submit a document confirming the production method and origin of such fertilizers, in particular a quality passport, quality certificate, technical specifications, etc., as well as a certificate from the State Tax Service on the absence of payment debt. Such a certificate must be valid as of the date of submission of the application.
For legal entities, the submission of a report on the sown areas of agricultural crops for the current year's harvest using Form No. 4-сг is also envisaged. For perennial plantings — a report on the sown areas and gross harvests of agricultural crops, fruits, berries, and grapes as of the last reporting date using Form No. 29-сг.
Individual entrepreneurs submit a certificate on the results of sowing for the current year's harvest and/or a certificate in free form on existing perennial plantings signed by the individual entrepreneur.
In addition, the recipient must submit information in free form about all persons related to them who are recipients of support under this procedure during the budget period.
On the basis of the consolidated information received from the regional commissions and taking into account the available budget appropriations, by November 25 of the current year the Ministry of Economy will carry out a proportional distribution of budget funds for each recipient by structural subdivisions. Such distribution will be approved by an order of the Ministry of Economy.
