The Ukrainian Agri Council welcomes the decisions of the Cabinet of Ministers of Ukraine and the National Bank of Ukraine aimed at supporting the agricultural sector under conditions of Russian terror against port infrastructure and the blocking of export routes.

The Cabinet of Ministers of Ukraine adopted a decision to expand the state program of preferential lending "5-7-9%," which will allow agricultural producers to obtain preferential loans to replenish working capital. The state will compensate the difference in interest rates, and the total volume of the program's credit opportunities will amount to up to UAH 80 billion. Provision is also made for the prolongation of loans obtained in 2022–2025, with the preservation of the current lending conditions.

In turn, the National Bank of Ukraine introduced amendments to Resolution No. 23, which, until September 1, 2027, allowed banks to postpone the repayment terms of loans of enterprises affected by the consequences of the war, without recognizing the borrowers as being in default. Banks have also been given the ability to consider agricultural products as collateral for loans of agro-industrial complex enterprises for a term of up to 18 months, which will expand agricultural producers' access to financing.

The UAC thanks the Cabinet of Ministers of Ukraine, the Prime Minister of Ukraine Serhii Koretskyi, the National Bank of Ukraine, and the Minister of Agrarian Policy and Food of Ukraine Taras Vysotskyi for the prompt response to the crisis situation and the constructive dialogue with the agricultural community.

It is especially important that the adopted decisions were the result of an open dialogue with agribusiness and take into account the proposals that the UAC voiced during the meeting chaired by the Prime Minister of Ukraine, as well as set out in its official appeal to the Government.

The introduced support mechanisms will allow agricultural producers to maintain financial stability, ensure the conduct of the autumn sowing campaign, and continue production under extremely difficult conditions. The UAC remains ready for constructive cooperation with the Government to develop the next decisions necessary for the stable operation of the agricultural sector," noted the Chairman of the UAC, Andriy Dykun.
