On April 3, 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 444, which amended the procedure for the use of funds provided in the state budget for providing state support to agricultural producers who use reclaimed lands and to water user organizations.
Experts of the Ukrainian Agri Council (UAC), within the project to support affected agricultural producers in partnership with the international humanitarian organization Mercy Corps Ukraine, have prepared, based on this resolution, a brief explanation of the key changes for farmers and water user organizations.
One of the main innovations is a differentiated approach to supporting frontline and de-occupied territories. From now on, agricultural producers and water user organizations that are registered and operate in territories of possible or active hostilities, as well as in de-occupied territories, can receive up to 80% compensation of the cost of expenses.
For other recipients, the general approach to reimbursement remains in effect, and the maximum amount of support — up to UAH 26,500 per 1 hectare — does not change.
In addition, the list of facilities for which water user organizations can receive support has been expanded. Whereas previously it concerned mainly the restoration of pumping stations, now the program also covers the repair, reconstruction, and construction of all types of reclamation systems and engineering infrastructure.
You can submit an application to participate in the program through the State Agrarian Register (SAR) after the announcement of the start of registration, until October 31 of the current year.
