Up to 80% Compensation: The Cabinet of Ministers Increased Support for Farmers on Reclaimed Lands and WUOs

On June 17, 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 780, which amended the Procedure for the Use of Funds Provided in the State Budget to Support Agricultural Producers Who Use Reclaimed Lands and Water User Organizations, approved by Resolution of the Cabinet of Ministers of Ukraine of October 11, 2021, No. 1070.

Experts of the Ukrainian Agri Council (UAC), within the project to support Ukrainian agricultural producers from affected regions in partnership with the international humanitarian organization Mercy Corps, explain the main changes in the rules for providing such support.

According to the resolution, budget funds will be directed on a non-repayable basis toward reimbursing the cost of repair or reconstruction of existing and/or construction of new reclamation systems, individual objects of engineering infrastructure, and pumping stations for the hydrotechnical reclamation of land plots and plots included in the service territory of a water user organization.

Support will be provided for facilities that were put into operation in the period from November 1 of the previous year to October 31 of the current year.

For support recipients, reimbursement of up to 50% of the cost of expenses, excluding VAT, is envisaged, but no more than UAH 30,022 per 1 hectare of cultivated land, excluding the cost of sprinkler machines.

For recipients who are registered and operate in territories of possible hostilities, active hostilities, or territories temporarily occupied by the Russian Federation for which an end date of the temporary occupation has been determined, and which are included in the list of territories where hostilities are or were ongoing or which were temporarily occupied by the Russian Federation, approved by the Ministry of Development, the amount of support will be up to 80% of the cost of expenses, excluding VAT, but no more than UAH 48,036 per 1 hectare of cultivated land, excluding the cost of sprinkler machines.

Thus, instead of the previous general limit of UAH 26,500 per 1 hectare, the amendments establish a differentiated and increased maximum amount of support depending on the territory where the activity is conducted.

Another important change is the introduction of annual indexation of the maximum amount of state support in accordance with the inflation index. Such indexation will be applied as of January 1, starting from January 1, 2027.

Applications under this financial program can be submitted through a personal account in the State Agrarian Register after the announcement of the start of registration. The deadline for submitting applications is October 31 of the current year.

The decision on granting support will be made by the commission of the Ministry of Economy, Environment and Agriculture of Ukraine by December 5. Applicants will be notified of the results in their personal SAR account.
