Ukrainian farmers who have suffered losses as a result of Russian aggression can make use of new practical materials on preparing and submitting applications to the Register of Damage for Ukraine (RD4U).

Two specialized documents — the "Practical Guide for Entrepreneurs and Enterprises of the Agricultural Sector" and the "Most Frequently Asked Questions of Entrepreneurs in the Agricultural Sector Regarding the Preparation of Applications to the Register of Damage for Ukraine" — were prepared by partners of the Ukrainian Agri Council, Project Expedite Justice (PEJ).

The materials help to understand who has the right to submit an application, which category to choose, how to confirm the losses caused, which documents and evidence need to be collected, and how to submit an application through the Diia portal.

The guide explains, step by step, the process of preparing an application: from determining the relevant category of losses and forming the evidence base to the direct submission of documents. Separate attention is paid to financial and tax documents, confirmation of the right of ownership, lost profit, damage to or destruction of property, as well as actions in cases where some of the documents are lost or unavailable.

The document with the most frequently asked questions contains answers to practical situations that agricultural producers encounter: whether an application can be submitted after the relocation of an enterprise or the restoration of damaged property, how to act in the case of joint ownership, and what evidence can confirm the operation of an enterprise and the losses caused to it.

One of the key recommendations is not to postpone submitting an application due to the absence of a complete package of documents. The Register takes into account that, as a result of the war, some of the evidence may be lost or unavailable, and a submitted application can subsequently be supplemented with new materials.

The Register of Damage for Ukraine was created to document the losses, damage, and harm caused by the aggression of the Russian Federation. It is the first stage of an international compensation mechanism: the Register collects and verifies applications and evidence, while the issues of determining and paying compensation will belong to the subsequent stages.
