On September 28, 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 1183, which amended Resolution of the Cabinet of Ministers of Ukraine of April 2, 1994, No. 217 "On Approval of the Regulation on the Procedure for Issuing Tractor Operator's Licenses."
What exactly has changed and what agricultural producers should pay attention to is explained by experts of the Ukrainian Agri Council, within the framework of a project to support Ukrainian agricultural producers from affected regions, which the UAC implements in partnership with the international humanitarian organization Prosper Global (formerly Mercy Corps).
According to the amendments introduced, during the period of the legal regime of martial law in Ukraine, as well as for 90 days from the day of its termination or cancellation, persons who hold a national driver's license of Ukraine granting the right to drive vehicles of categories C1, C, D1, D (one or several of them) have the right to operate machines of categories A1, A2, B1, B2, B3 without obtaining a tractor operator's license.
At the same time, a restriction on movement along the street and road network has been established for such drivers. When entering it, movement is permitted exclusively on district highways of local significance.
That is, instead of the unconditional prohibition on entering the street and road network that previously applied to such drivers, the possibility of movement on district highways of local significance has been established.
As a reminder, according to Article 8 of the Law of Ukraine "On Highways," district highways include highways that connect administrative district centers with other populated localities, other populated localities with one another, with enterprises, objects of cultural significance, and other public roads within a district.
The list of roads of local significance, including their sections that coincide with the streets of cities and other populated localities, is approved by the Council of Ministers of the Autonomous Republic of Crimea and the regional state administrations once every three years.
